If you’ve just started a game, complete the tutorial missions then wait for the phone call as you exit the church, after receiving your malaria medication from Father Maliya in the Delivery mission. If you’re resuming from a saved game, complete any current objectives then return to Pala, where you’ll receive a phone call from an anonymous source as soon as you enter the town’s cease-fire zone.
